Most tertiary systems have stations like this. They also act as secondary/tertiary spaceports in primary and secondary systems.

This is a typical Class II orbital spaceport and attached
spaceyard, providing shipbuilding, repair, and cargo facilities.
It services and repairs ships up to 3,000 tons (SM +9) internally; the few external clamps are reserved for occasional
larger vessels that might dock with it.

The TL 10 version that has been the most commonly constructed for the last 30-40 years is same except the advanced armor materials give dDR 11, the computers are C7 and the comm/sensor is 7.
